The case of Chicago is distinctive because its poverty develops within the context of especially pronounced ethnic and racial enclaves. In many U.S. communities, the experience and construction of poverty is interleaved with issues of race and ethnicity, but there are some sites, such as Chicago, in which that interleaving is especially profound.
